    The question isn't only who/what gets the water. It's whether the priority is to serve the highest profit to agribusiness or American's/people's needs. Do we need more dams that damage the environment to raise luxury foods for export to the highest bidder or reconsider our/American's needs and priorities.

    You can't legislate a drought away. Try a rain dance. Maybe a dousing rod. Or consider water is just going to keep getting scarcer and adapt, relocate or perish. Complaining about acts of god will not gain you success - or the grace of God.
