    The whole system is of governance is rotten. Imported foreigners to manipulate areas where side of a president comes. A sub country is now a constituency in western region representing one thousand electorates.I when Kampala is represented by one legislator with two hundred electorates which's unbelievable. Honorable Otto thank for airing out your views as a philosopher but the bad news and programs is to settle Rwandese, Ethiopian, Earetrea and Somali etc. This's where all classified supplementary budget ends up when Uganda sinking day by day inclusive endless wars with neighboring countries which doesn't make any sense except setting Uganda backwardness in development and acute segregation in employment, education, health care, infrastructure etc except one side where president comes from which outdated in civilized century. We need a president with statemanship

    In Buganda, we are very much cheated, Mp dor peoples with disability, Buganda region has been a westerner since the creation of that representation. Buganda is having more Mps representation from other regions than there own.

    one MP per Tribe and the MP's should report directly to the chiefs and kings who love and actually are their for the people in Ugandan Context.

    I second that 💯% 🙌 In other words you're seeing the good sense in Buganda's agitation for federalism; the national cake should be shared equally! Honourable, don't forget to talk about the numbers of officer cadets by tribe... All 65 tribes of us should send an equal number of cadets to the nation's premier military college that trains officers for our national armed forces! It should be like so across the board, let's push this culture of equal opportunity for all in all sectors. Kale nkwadde nnyo Honourable, your ideas are noble and national. May God grant you more years of good health n wisdom in your work on behalf of all of us UGANDANS 🙏

    No it is wrong and very tribalist it should be according to qualifications showed to the public acknowledged my attended education centres urs would create independent states like buganda lango etc to be their own countries

    For a political philosopher, you are trying to address an important issue in a parochial way. The formulae used in democracies is exactly that, blind numbers, the moment you tribalism them or regionalise them you are going on a slippery slip to further discontent. Granted, democracy is not a true science and there is room to evolve it to suit our situation. The current approach which comes closes to Ottos thinking is that where the country has tried democracy by interest groups: by aggregating the women, the youth, the disabled, the uniformed group as plausible interest groups in the national stake. A youth is a youth irrespective of tribe, so are the women and the disabled and would plausibly represent a national interest in each groups aspiration to better themselves. There may arise a case for a farmers representation. Remember, Hon Bihari once set up a farmers party!!. The competition for resources would reflect a national dimension not regional or tribal parochialism .Odongas perspective is limited, parochial and lacks in objective reasoning of a very complex tissue which was by the way long resolved by the grand fathers of democracy. The reason democracy has survived and thrived is because it has avoided the slippery slope Odonga wants to take. Anything that does not encapsulate that which is national should never be entertained, promoted or encouraged . Stick to political philosophy my good friend and country man.
