My guess would be that it’s because the amount of precipitation has virtually no bearing on the vegetation in polar climates. In both Tundra and Ice Cap, there are no trees because there are no months which average over 50 Fahrenheit. Seems arbitrary but that is the magic temperature as far as I understand it. Sure, vegetation will differ a bit from tundra to tundra, but it’s all scrub vegetation and lichens and stuff. No trees. So in regard to the presence of forests, precipitation is irrelevant in the polar climates. If you want a good resource to learn more about the climates in-depth, I recommend the videos on Geodiode, a TH-cam channel. He explains this stuff super well.

I agree with @taylor pearcy, temperature seems to be a dominating factor, precipitation and effect of vegetation must be a secondary aspect.
