I love that you also gave back stories to how each 'trainer' got their Pokémon. The only thing I would have changed would be giving Luffy either Golisopod, Heracross, or Cricketune instead of Wingull. Just something more beetle-like since those are Luffy's favorite types of bugs.
Goku needs an Infernape mainly due to them both being based on Sun Wukong, but also because they're both pretty lighthearted whilst still getting fired up in battle
I agree the only part I question is the very subtly implied slavery that sometimes gets questioned in terms of Pokémon and even just keeping them in a ball neither of those are what Luffy is about. He would probably never capture Pokémon just become friends with them and they would follow him around as if they were his Pokémon.
He be friends with ash for sure especially when he sees him battle he’s ask him to join his crew, but ash would decline, telling him he’s on his way to become a Pokemon master sparking a new rivalry for the ages 😆

Then they are free to do what ever they want. Also with the way he tames a bunch of wild animals and monsters through out the series. I KNOW he will instantly get them to obey and like him. Pokemon pirate: Ome based off of soge king, and another based off of garp. For pokemon shinobi: One based off of kakashi, and another based off of minato. For pokemon soul there would be one based off of yoruichi, and hitsuguya. The starters for, pokemon pirates: Luffy, zoro, sanji. For pokemon shinobi: Naruto, Sasuke, Sakura. For pokemon soul: ichigo, ishida, urahara. A lot more would be in it like custom items, but most importantly the gimmmic would be called, Time skip, for pokemon pirates. For pokemon shinobi: tailed activation. For pokemon soul: tenshō. They all do the same thing and awaken the pokemon inner potential and allowing them to become a legendary for limited time, it’s much like mega but you don’t need their mega stone, they just need to be ready to transform. They can transform every 5 levels, for luffy Gear 2 will be its first transformation, for his first form. For his first evolution, he will be able to switch to gear 3, the closer he gets to his final evo he can transform into gear 4. His final evo, he transforms into gear 5. For Naruto, his first transformation is sage form. The next evo is, 4 tailed form, and the last one is baron mode for his final evo. For bleach, his first form is merged hollow, then full hollow, then vasto lorde. Several other pokemon, including the legendarys can do this too.
i think it will be better if toxicroak is replace with other pokemon, like zoroark zoroark kinda have some sasuke or utachi vibe, the another reason is for balancing the team color, there is to much bule init

Ceruledge and Samurott seem like good starting options for sun and water breathing techniques. Tanjiro is very empathetic so Gardevoir might fit. He's also got incredibly good nose for smelling but I don't know what to put here. I would also go with Kangaskhan since he carried his sister for a long time during the days. Maybe Oricorio last since Tanjiro learned Sun breathing off seeing a traditional dance which is similar to the dancer ability.
What about surppuff for Tanjiro If I'm remembering correctly it has Near/over 1,000,000 smell receptors So it would be able to sniff Out demons really well

The 2 amine that I’m most familiar with on list is Naruto and one piece. I will say bot Naruto and Luffy team are spot on. I haven’t watch bleach but I do what gist of show from I can tell you did good for his team. I watch 2 seasons of hunter x hunter and once I gain I agree with Gon team. I could never get into Jojo. So I never got to Joleen part. I don’t know anything about her so can’t say one way or other. I only seem couple episodes of one punch man but what I know Saitama it i Fit him as well. I wonder if next if you could do, Izuku Midoriya, Tanjiro Kamado, Yuji Itadori , Edvard Elric, Spike Spiegel, and Vash the Stamped.
I strongly suggest to Saitama's pokemons would be: Meltan/Melmetal/Zygarde (Black S*) Poochyena/Mightyena/Umbreon? (Overgrown Rover) and Clefairy (its the closest one i could think that resembles Manako, i mean look at the color and body shape) im sure manga readers would understand im also thinking MegaScizor but i guess thats Genos' pokemon.
And also could the pokemon use the trainers abilities like ichigos pokemon using bankai, luffys pokemon using his gears, and narutos pokemon using his 6th paths and sage mode

I don't think Tanuki Tales wanted to give legendaries so Volcarona was a good choice to represent Nika over Solgaleo. Infernape and Breloom are good choices for Luffy's general fighting styles and I like your choice of Rillaboom which can also be substituded for Annihilape due to death causing the new form. I think you are focusing too much on capturing Luffy's fighting styles rather than personality which is why I greatly enjoy Snorlax as a member due to Luffy's tendencies to eat a lot and sleep and Infernape for having Luffy's fiery nature. Ace's death was also a huge turning point for Luffy's personal Growth so Talonflame was a good physical reminder of his past and to also reference red hawk. I guess you put Arbok in reference to Snakeman but I personally would have gone with Tangrowth/Chestnaught or especially Serperier due to them all learning Vine Whip. Chestnaught would also reference Armament Haki due to using its own body like a shield and Tangrowth's arms can extend as well so it can also substitute Breloom depending on preference. Spoink is a fun choice due to Bounce-man always bouncing so I like that too.
Shouldn’t shanks have type null since he has more griffon references that a flaming chicken. Not to mention he is the haki guy you know no devil fruit or special quirks he is the epitome of normal types in my eyes

They all work as Golisopod and Heracross are Fighters, while Cricketune is a musician.
