You can not be a "judge" while also making money on that judgement. The fact he had it mainly out for Max is purely because Max is/was the #1. Had it been Piastri or Alonso or... dare I say.. a non Lewis British driver, they would have been the targets. (I don't mean that as a dig towards Lewis obviously)
Of course the fact Jos and Johnny had a... troubled past... to say the least, might have contributed to any anti Max feelings he showed aside of stewarding.
As for Mexico, giving penalties was justified but for some reason the stewards, especially when Herbert was present, found it neccesary to punish Max harder than others.

@ I agree, and I think ALL major sports maybe with some exceptions, are run like businesses with bottom line priorities that surpass the rules of the sport. Little tweaks and decisions that they’ll never admit to, to increase fan base, sponsorship money, etc etc
