The advantages of being tall in rugby are being an option in lineout, being powerful during scrums, rucks cleanouts and ball in hand. But many many second rows are not jumpers so Tuilagi not jumping isn't an argument and he seems like the most powerful rugby player right now for scrummaging, clearing rucks and enforcing defenses so what's the issue with him not being 2m tall then ? We are just used to have tall second rows because that's what makes them good at their role but what if you can perfectly do the job or even better without looking the same ? People with your mindset thought that Mike Philipps was too tall to be a scrumhalf, Lomu was too big to be a winger, Messi was too small to be a professionnal athlete and Usain Bolt shouldn't have been a sprinter...
