Search in your help for Platform: Availability of the Modern UI or any of these keywords together. There are instructions. Keep in mind, it is not ready for production.
You got an header that use 60% of the screen, usage of "fake" windows in web page, withotu any fullscrenn button will be a pain in the ass for zoom. That is not a good ui.
Remember this is a draft in the every early stages. With this new design we can now zoom in and out a lot more. Better responsive design. Also keep in mind that while the UI is evolving, it still will maintain backwards compatibility (to old screen content) so the future is just around the corner until backwards compatibility to compatibility is removed.
Looks great! I would love it if we had this at work, it would make my life so much easier!!
What changes do I have to make to the web config file to enable these changes?
