To answer you question @janso8896, you start mote in case you get bullied out of lane *before* you can afford cull + Sheen. In this game starting Cull would have been slightly better, but in a harder lane, you may only have earned ~300-500 gold before you get shoved out, in which case you'd be on Cull + Mote rather than Sheen, a much weaker spike.
I wish more people eloborate on how/why they do what they do. Sadly I don't play GP so this isn't really applicable to me but i'll definitely remember this whenever I see a GP

But why go mote first if you're going to buy sheen and cull? Why not just go cull first and buy sheen first back? Is it just not possible most games at the same timestamp?
If he buys cull, it will still take a lot longer than mote to get the sheen, in case he has to base earlier than expected, he can also buy only the sheen.
