He didn't even lift when there could have been a car, driver or marshals on track. Just pure stupidity from Norris.

If the race officials had done their job and brought out a timely safety car, the Norris thing might not have happened. Instead, they waited for 4 laps until multiple cars hit the debris at around 200 mph and got severe damage. By not doing their job, they created as much danger as Norris. Where is their punishment?

if the roles had been reversed Norris would have informed his team too...he even said this when confronted that Max had a radiomessage about Norris not lifting. Every driver would have adressed it and rightfully so.

Especially with the FIA and Sky with there increasingly Woke culture and their diversity bullshit . That thing with the yellow flags and mirror FFS . some old geezer with a walking frame would have all the time to go pick it up and clear the track. But no yellow flags for about 1/2 dozen laps . Dont get me started on Versappen and his dodgy driving how the stewards let him get away with his driving in 2021. In the real world he would have been banned or his license suspended for his reckless driving .

This was correct penalty done in each case when double yellow was ignored. It was not excessive, double yellow means severe danger in track.
