Usually, qualifier words are binary related to each other; in other words, "either" and "neither" are used to connect or connect two entities (people, objects, abstractions) affirmatively or negatively.

We use this either or neither only for two things or situations only..

The sentence is not negative, so we use "too." I hate ice. Me too.
If the sentence is negative, you can use "either" to respond. I don't like ice. I don't like it either.
Today many including the flue t speakers don't use either or neither. as well is used instead which to me is wrong
