18:57 'Victory with no survivors' gives a feeling of irony as there will be no one to celebrate the victory.
28:08 Also, 'Total inactivity' symbolises 'death'. So, symbolism poetic device will go fine with it also 'truck with death' has pun poetic device.
28:49 and mam isn't repetition of sentences aur phrase called 'refrain'??

Respected Madam, I want NO TRUCK WITH is a phrase or idiom not related with any truck!! (Vhicle). The meaning has been given in text book itself!!
Ma'am wherever there is consonance in the beginning letters like 'clean clothes', there will be alliteration also? Will it be correct if i mention both in such words?
There is a difference between consonance and alliteration. In consonance, the consonant sound is prominent through out the line and it can be even in the middle of the words (not necessarily at the start of 2 or more consecutive words as in alliteration).
Example -
Consonance - and we will all keep still - 'l' sound prominence is device of consonance, we will is alliteration of 'w' sound.

Mam In Second last Para There are lines , as when everything seems dead and later prove to be alive they are both dead and alive Opposite words are used together together so I think there is a poetic devices of antithesis . so please mam clear me I'm Right or wrong ...
