I thought the Catholic church also called for more emotional flamboyant music which also started the Baroque, in other words the beginning of luxurious music. Giovanni Gabrielli is cool also, his choral works that is. I like to think Wagner realized what classical music was trying to fulfill ; background soundtrack music basically.
The Church definitely played a role in encouraging a simpler, less polyphonic style, but that wasn't explicitly the Baroque ethos. The Montiverdi-Artusi controversy tackles the fundamental change in the approach to "the rules" which is a much more powerful (and more objective) lens through which to view the Baroque.
