I think in Hazardous, they put the 'Gib Zones' (a term from SFD map editor) significantly below the acid, so players&objects don't magically disappear upon touching the acid. For Police Station, they wouldn't have expected anyone to go past that wall, so they just didn't place solid blocks there, just background tiles.
