I agree with this list, although I'd replace Riddler with Mad Hatter because he has double jump AND a ranged attack alongside his mind control. He's a 3 in 1 package
Poison Ivy was my favorite on this game. I remember when I first had my dad help me look to solve puzzles for certain minikits that she would be in those guides.
