Makes sense. I initially thought it was something to do with balancing, since it's pointing toward the valve stem which might have the TPM underneath it. Maybe they want the weight of those in a specific spot.
This seems improbable since the balance mark is usually a coloured dot. I believe it's a workshop mark to show the appropriate technicians that a tyre isn't moving on the rim. The valve is a quick and easy reference point.
Wonder If there is a mark on hubs so when changing wheel they line hub with arrow up an then when they slide wheel on they keep wheel arrow up saving time
As others have said, the mark just lines up the tyre to a point on the rim, the most identifiable point being the valve. This is usually for balancing. It likely also indicates if the tyre has moved on the rim, meaning the wheel balancing will be out.
You can find the yellow and red dot also in new street tyres yellow one to marking the lightest point in tyre to be matched to the valve stem point in wheel which is the heaviest point of the wheel = less balancing need. Also possible to check if the tyre has rotated from the wheel and misbalanced. .. and the red dot in street tyres mark the highest point since the tyre is not perfectly round.

The red arrow on the rear indicates where the towing eye is. So the recovery vehicle knows where to hook their winch if the car needs recovering.

I think the arrows and yellow valves are for simply easy visual location access when they have to do adjustments in between stages
