Him being American wouldn't have barred him from the role. There are many British actors playing American parts and vice versa. If Terry could mimic a Nigerian accent (which he actually has done before), then he could have easily played Doomfist. It was contractual obligations that stopped him.
Victor Alkaiser i dont know much about him tho my bad never heard him talking with nigerian accent. Still though his voice wont fitvthe face of this guy i mean just looking at doomfist he appears to have like calm deep and like harsh voice terry is more of a screaming guy from what i've seen he does have deep vpice but not as deep

IIRC When PTR is opened each player is given mirrored account from normal servers with all stuff and currency they unlocked, but any PTR purchases don't carry over live servers, so everyone who's got 3000 CP on live servers can freely get golden weapon for new hero without spending any currency from main account.
Keep in mind that I've never touched PTR so I'm not sure if this info is 100% correct.
