114 dogs rescued from a high-volume breeder in North Carolina

- The Humane Society of the United States assisted the Hertford County Sheriff’s Office in rescuing 114 dogs and puppies in a large-scale alleged cruelty situation at a breeder’s residential property in Hertford County, North Carolina. Orange County Animal Services also assisted on-scene.
Local authorities served a search and seizure warrant on a dilapidated property consisting of a mobile home and several outdoor pens and yards at approximately 9 a.m. Though obscured from view by debris and an overgrown fence line, responders saw generally filthy conditions from the road and could smell feces. The dogs and puppies appeared to suffer from a lack of basic care and were living in unsanitary, hazardous conditions typically seen in severe neglect situations.
A veterinarian immediately noted that many of the dogs appear very thin and some are severely emaciated, with visible ribs and hip bones protruding. Responders noticed dogs eating feces. Several dogs had eye issues and some dogs and puppies had skin conditions characterized by missing hair, open sores and itching.
Rescuers saw multiple litters of nursing puppies throughout the property. A mother dog with matted fur and puppies-so young their eyes have not yet opened-were crated inside the residence, while other nursing litters of similar ages were outdoors in group pens, their mothers watching vigilantly over them.
The assistance of the Humane Society of the United States was requested by the Hertford County Sheriff’s Office after members of the community and individuals who reported buying sick puppies from the breeder raised concerns about the welfare of animals on the property.
Law enforcement, consumer protection agencies and the HSUS receive hundreds of complaints annually from consumers who have bought sick puppies from breeders and pet stores, as detailed in a report released earlier this month by the Humane Society of the United States’ Stop Puppy Mills campaign. These situations underscore the importance of choosing a responsible source when bringing home a new puppy.
At minimum, breeders should be inspected annually.
Laws to punish animal abusers are far too lenient. Laws must include jail time and extensive $$$$ fines to prevent future abuse by these vile offenders.

So true and Judges I feel are a huge problem too. They don't hand down strong enough sentences.
In almost every story of hoarding or puppy mill abuses, we hear that there have been complaints for *years* ... why does it take so long to be able to take action? Those are some laws that need to be strengthened, I think - in favor of the animals who cannot speak for themselves.
We’ve fought hard to change the laws in Michigan..yet still we see a garbage can lid with rain is called “water dish” and a tree is called shelter. We need these prosecutors to go hard on abusers. It’s been a 28 year fight for me-but I don’t want to stop. All these poor pets, too little time. 😢

That frozen dog was so, so sad. No one came in time for him or her. That terrible image will stick in my mind for a long, long time. It is sad beyond words, and too late for that poor little dog who never had a chance.

The govt doesn't care. It's not profitable to care about dogs and other pets. And the USDA allows this to go on all the time.

The fact that it takes that long to get any legal intervention is sickening. The laws Have to change. The people responsible for this should be imprisoned and their names should have been given in this story.

If you do get a dog from a breeder, always be sure to get to know the person first and visit the environment the puppy is living in ahead of time! I always recommend shelters more then breeders though ❤🐾

Breedings like this.. shouldn’t be legal. I don’t h think forced breeding should even have to be a thing. I think dogs are more important than anyone thinks.
Many are structured in privacy. They keep puppy mills under wraps, and have intricate scams that make the public think the family they have filtered the sales thru are the breeders. I guarantee u, those puppymill pups grow up in filth. Our rescue took mommies out-they never have ever touched grass on their feet and sun on their face. They only know to walk in a circle bcuz she’s been trapped in a cage her whole life. Close puppy mills! 😢

I wish rural MISSOURI would get better dog laws. They are all over, dumped on roads, tied to trees, full of ticks n fleas. As a citizen, I have no rights to help them or take them fir help. They are considered property and was told I WOULD BE CHARGED with trespass and theft to take n help these poor critters!!!!! Outrageous!!!!!

The legislature doesn't care either to pass common sense modern animal welfare laws and abuse penalties.
What kills me is that this was llowed this to go on for YEARS. There were multiple complaints, and yet nothing was done! Disgusting. My local SPCA is useless. I watched 2 sweet labs suffer horrible neglect by their owner (my neighbor) for years. I had the boyfriend of this neighbor hitting, kicking, and smacking the girl lab on video. Guess what was done? NOTHING. The officer at the SPCA said it could be seen as "training". The man wore steel tipped shoes to work (when he did work), which is what he kicked the lab with. The male lab was the last to die in agony, likely from cancer. We reported that the male was emaciated and lethargic, just as the girl lab had been. They came out and said he "looked fine". The neighbor admitted the lab had not been to a vet. He died a couple of weeks later. They lived their entire lives in a filthy garage, that was freezing in the winter, and sweltering in the summer. The neighbor would often lock the dogs out of the garage during rain/storms if they didn't come in the first time she called them. The yard was full of the labs' feces. My heart broke for them. All I could do was pet them and give them treats when they were out.
Let's stop treating animals like property and start treating them as living, breathing, feeling beings!!
This happens everywhere. In Lodi, California, the animal control officers are actually backyard breeders. But nothing is done.

No human being UNDER ANY CIRCUMSTANCES should be allowed to own more than 2 dogs or 1 dog plus her litter of pups. EVER. Same for all pets, really. Breeding animals shouldn't be a potential income source anymore because it's the source of so much misery & suffering for animals.
