Sounds like the narrator of this is Richard Palos who is a photographer for Streetlow Magazine. I've heard him speak in videos of him covering Lowrider Car Shows on here so I can tell.
I think this gentleman needs to get around in listening to more latin music. Tierra, Malo, AWB,Chicago, Bloodstones just about all music from 60s, 70s,part 80s was a great era.😊
