Each battery is 750 mAh converting to Wh its only 2.7 Wh. Can I checked in this as all items are well sealed?

what if you have two 98wh batteries attached to the dual charging station inside your case? that is technically "attached" to equipment and not loose... so you could check those in your baggage yes?

20000 mAh at 3.6v is 72wh this is under the carryon limit. That should be ok.

That is a good question. Something to ask your airline.
If the spares are 160 watt hours or less you can bring 2. 18650 are the same cells in most of the other battery packs
