Specifically, this is made in the alternate history from a video game mod, specifically the Heart's of Iron 4 mod: The New Order (or TNO for short) TNO, is a 'what if the axis win WW2' mod and this specific video it's following the path where the shattered warlord states of what was once Russia (and by Russia, I mean the Urals and everything east of them, as all of Russia's European holdings are now in Nazi hands) are reunited under an insane warlord named Taboritsky. Taboritsky in the game has crazy vision that Alexi (the young boy in this video) is still alive and in hiding, waiting for Russian "purity" before his return. However, the warlord has to "purify Russia" (genocide minorities and anyone who opposes him) and find Alexi before "midnight comes". Taboritsky's reign of terror is often referred to by the TNO playerbase as "watching a country commit suicide" as Russia is left in utter ruin with much of the land scared by fire and chemical weapons from Taboritsky's many attempts to "purify Russia". Obviously, Alexi is dead and Taboritsky fails to find him before "midnight comes' and he dies of a stroke after having one final vision where he is confronted with the reality that Alexi has been dead all along. After his death Russia once again fractures into many warlord states and is in utter ruin, being considered by the rest of the world to be a hopeless corpse more then anything else.

Taboritsky is one of the post-soviet characters who centers around the fanatic idea that the last Tsar's son, Alexei Romanov, is still alive and in hiding. As Taboritsky is insane and delusional, he is constantly competing against a hypothetical clock that is counting down towards midnight. If he "wins" the Russian Reunification scenario, or the clock strikes zero, he suffers a stroke and has rampant hallucinations about Alexei descending from heaven before dying. Some of my specifics might be wrong because I've never actually messed with any of the TNO Russian stuff, but that's the gist of it. Also Taboritsky, like many TNO characters, was an actual real person, though I don't know anything about the real Taboritsky.

He had a wife, four daughters and one son - Alexei - who was very sick all his life and suffered from haemophilia I believe.
The new government of Moscow didn't plan to kill the tsar from the start, but local government of where they were imprisoned requested the permission for the mass murder as they considered it rightful.
