I think her cycle is built around her Talent 1, needing to kill a lot of enemies during her skill to cycle faster; I think she may work better in a stage with a high priority target that is surrounded by cannon fodder than a stage like this that barely has any enemies. For me so far she looks to be on Executor Alter’s level, which is a good place to be in for a limited after the Wis’apocalypse

Her S3 seems really strong even at sl7. Like it is enough to solo Patriot P1 due to high dph, long enough skill duration and many consistent stuns. Imagine M3.
Her s3 suffers from the same rough start with each skill activation like Carnelian, but its kinda worse for her with her mandatory melee range to start the ramping stun and splash increase
He's quite helpful in RA for hunting, being able to drop the phantom wherever the goat runs two, or work on two things at once is a great efficiency booster if the big 2 FRDs have to go on a different mission
Stainless S3 would probably let her hit AoE stuns effectively, but right now her skill timing is probably set this way on purpose to make future waves easier to manage. SP recovery could be one possible tech to use with her.
She feels like a mob slayer which is weird for a new unit due to the dps powercreep that guards have been doing. She honestly feels like the same group of ops as Exec alter, Siege, and Saga. Constantly shredding lots of weak enemies. But she's cute too so I'll have to roll her.

She lacks flavor and all her skills just make her hit harder without adding much and she dosen't have the flair or uniqueness of other limiteds. If you could, how much ATK does her Guard buff give? Is it like Horn where it's justifiable to bring her SOLELY for the buff even if she dosen't slot well, or is it like 5-12%? S3 can potentially fail entirely if the enemies just stomp her quickly enough since she need 4-5 hits to go all out. S2 and it's random targetting can screw you over depending on the enemies.

Ling was ling. Her entire kit was unique. Ch'en offered a unique buff to ammo-based skills and had her watery terrain, on top of being one of the original gamebreakers of her time. Shu has her green tiles, double heals and teleportation, as well as her conditional talent 2. Chongyue is a swordmaster moonlighting as a brawler. S1 utilizes the charge system in a neat way, S2 has conditions for dealing massive damage, S3 is basically destreza but AOE. Eyjaberry has a global ranged S3 (unheard of at that time for medics.) S1 that could recover Elemental damage off enmities passively (unheard of, again, besides relics in IS or the drone bots in UT.). Skalter had her summon which, for two years, granted her pseudo global range and was the only one to have that, S1 that shared damage, and an actually good source of inspire that was virtually unchallenged until today (The only other contender at her time was Sora S2.) Nearlalter has her completely unique S2, a pseudo summon with S3 with true damage and her stun and more true damage on deployment. Muelsyse' entire kit is unique. Wis'adel has her summons, invisibility, the largest AOE in the game, and so many multipliers in her kit it's almost silly. Virtuosa made Necro damage actually viable, passively inflicted enemies with it in her range, and her S3 buff conditions were unseen before, on top of her giving a necro damage buff in her range and an S1 that completely changed the way she acts, and again another completely "buff" on S2 that allowed other operators to piggy back off her and inflict necrosis for her, potentially instantly if they had multihits. Gavialter could be genuinely used as a puller with S2 and was better than every dedicated puller with it except maybe Gladiia. S3 had a unique damage nullification that turned into DoT when the skill ended, and for the longest time was the only Operator that could organically, by their lonesome, reach 5 block. Texalter and YatoR single handedly redefined FRD operators. Specter alter is the only dollkeeper to actually be able to switch to her sub at will, had her original self's immortality, S1 that allowed her to switch HP percentages (both defensively and offensively, and again, no other operator has it.) as well as a unique S3 that relies on her activating it while low HP. The R6S operators are their own batch of crazy that I won't get into right now.
Tbh I feel like you are grasping for straws with half of these, but you do you I guess. Can't really argue about something as inherently vague as "unique".
Honestly, Ulpianus is coming. His single instance nuke on S3 is really more than enough to justify not raising Pepe (meta-wise anyways) Ulpianus is miles better than Pepe, possibly one of the best Guards in the game. Even without Gladiia, Ulpianus goes crazy on S3. If you need an AoE guard in your team, hes a great choice.
I mean gladiia is free so like at that point it's just you not building the only operator that will help him tons (and like she's a pseudo guard with her module so why not)
I’m guessing her S3 is meant to have ASPD buffs. She’s probably pretty good in SSS or IS with those buffs. Maybe with Aak she can shine way more, but the fact her S3 has no dmg multiplier (red numbers) makes buffing her less impactful. I guess her gigga ATK value partially makes up for that. Her SP recovery makes her more of a wave clearing operator (maybe good in Annihilation) but that’s really situational because big waves don’t usually appear in quick succession, which is what her kit appears to rely on.
Wait, does she get any aspd bonuses on her S3? Isn't that only for repeated activations of her S2? Also, her stun specifically seems absolutely cracked if enemies have a lengthy enough wind-up animation on their attacks, as neither the staff guys or the bosses could get any attack in while her S3 was up (The archer only managed to hit Phantom once Hammer dude went down and his aspd went up). Granted, most bosses nowadays are stun immune... but the same isn't true for elites I believe, and as she's an aoe guard that improves her cycle with enemies killed, she seems exceptional to deal with dangerous elites and enemy swams alike.
She doesnt really bring anything new to the table. I guess they wanted to make a Wisadel but ground edition but removed everything that made Wisadel broken. Her S3 range is horrible, the skill cycles are meh for a melee unit and she has nothing else going on other than damage. I mean she isnt bad as her DPH is very good but she isnt jaw dropping either. I would put her at same tier as someone like Gavial alter
This new archetype is just fucking redundant imo. Most guards have skills which does damage to multiple enemies already, and this aoe range isn’t all that crazy to warrant an entire new archetype. If you slapped her kit onto a dreadnaught it wouldn’t feel out of place

If we look at Shu, her sp cost isnthe same but skill uptime is 10s less than Pepe. For reference some operators like Hoederer have insanely long skill lasting 70 seconds. Or Nightingale with 60 seconds. Pepe isn't quite that crazy, but her skill does last a bit longer than many of the operators we are used to like Mlynar, Gavial s3 and Reedalter. On the other hand Gavialter s2 has the same uptime with 10 less sp cost, but Gavialter s2 is way less strong than Pepe s3 so it feels fair?

well, Gavial also is limited so its not that easy to get her either way. I think Hoederer is a good substitute or Execalter. Ulpianus is definitely better tho

Hopefully Narantuya sucks as well so people can skip this entire banner. Though I do like Naratuya's design way more and wouldn't mind having her.
