Do you know that the $750 is a fund set up for immediate release that anyone in the zone can ask for with little proof and very little process so they can buy food and necessities to get through the crisis.
Then after that there are other pools of money people can apply for that require a bit more proof and process. Biden/Harris have already promised to pay any insurance deductible to get things rebuilt once the damage is know and things are actually to the rebuilding stage. The fed also backs up the Insurance industry with reseve funds. And anyone without insurance can apply for additional support funding.
So this entire $750 rhetoric is full of deceit and is only a tiny piece of all the support promised by the fed to help the affected people.
All of the states governments are in control of their own disaster response and have been offered any federal funds and resources they ask for. It is up to the states government on this, and all the states governors have said Fed support has been more than they expected and needed.
Fox also conveniently misses reporting that FEMA has been given money are resources for this particular disaster by Congress and it was only some Republicans who voted against it.
