Joe is probably one of the most underrated characters in the whole show. Him and The Claimers felt like what would be real if awful people joined together in the apocalypse which would absolutely happen. Him and Shane were probably the most realistic villains in the entire show. They aren't the best but they are damn near close to it. I mean, the Governor and Negan are just a blast to watch and definitely my favorites but Joe had that sense of realism, same with Shane who would probably be 2nd or 3rd best. This list id good but Id put Joe and Gareth a bit higher. Also thank you for putting some respect in Beta and Shane's name.
