I keep an ear on the sound of the vessel when cooking rice. The sound changes when the water has almost completely evaporated. Then I seal it and let it rest for 10minutes before serving.

Chef is right. You have to soak the rice, it absorbs water. Check any supermarket or online grocery stores for bedgi chilli.
