I thought sapper supplies have been like that for a while. I guess I was wrong.
I've just noticed it. I haven't used sapper that much, so it may have been added a while ago.
It is kinda recent considering 5.5 didint have that issue (1 ammo for every ammo spent on sapper in placing mines)

Yeah, I did retake the Town with sapper on rigged and ovb there like enemy sappers and oh boy it was pain to see ammo is double
