For setting up Eclipse for ABAP development you don't need to have access to an SAP system. But if you would like to develop, then you need to log into your SAP system. If you don't have one, there is an ABAP Cloud platform trial version you can use.

What is system ID
The id of your SAP system. You can look it up in the connections in your SAP Logon.
