Question: Do allegiance relics stats apply to all items from that particular brand...i.e. Does the hyperion damage allegiance relics apply to the quasar or the bee shield? or hyperion class mods?

Later on finished the story bit where Roland dies and got a maggie in a chest at the back of marcus's shop. Then a slagga in a chest in the Wildlife Exploitation preserve. Was very happy
It's not, that was just extremely lucky. You'll want to either farm Savage Lee who drops Harolds and just hope you get a DPUH eventually or grind the tokens and check the torgue vending machines in his DLC
In Mr.Torgue campaign of destruction, there are Torgue vending machines that use badass tokens that you get from badass enemies in the dlc. You get the unkempt Harold from the vending machines as a legendary deal of the day which costs 613 badass tokens, the vending machines are the same level as your current character. Hope this long thing helps
Certain manufacturer parts on weapons give different stat changes to the weapon. A DPUH with all Torgue parts is pretty much a pristine, perfect weapon.

+Jose Perez Watch bahroo's Pistol Parts Guide. Matching the grip to manufacturer grants 'Manufacturer Bonus', this counts for EVERY weapon type in the game (yes, launchers too). This increases the magazine size and reload speed (thus increasing the DPS). The torgue grip itself increases damage but reduces a fair amount of other stats, to my knowledge that's typically accuracy, reload speed and it gets increased recoil. Some people prefer the Jakobs grip on DPUH, which is basically the torgue grip with its positive and negative aspects increased. However, jakobs grip on DPUH = no manufacturer bonus. The torgue grip DPUH slightly beats out the jakobs in terms of DPS, but not so much that you have to worry about it. The Double Penetrating prefix is the real important thing.

It's not, that was just extremely lucky. You'll want to either farm Savage Lee who drops Harolds and just hope you get a DPUH eventually or grind the tokens and check the torgue vending machines in his DLC
