I used push pins in my video to hang..I was in US and there you can put push pins in wall easily. If it's a brick wall, you will need wall hooks to hang. You can also use sticky wall hooks. For making an arch, tie the string in three places (2 sides and center) and hang it in the hooks.

Yes of course. I made this balloon garland a week before. It depends on the quality of the balloons. You can blow the balloons the day before your function.
