The film was shot under the name "Lemro, Private Eye" and was ready to be released in 1987, but didn't actually came out until 1989 for some reason. Viktor (aka Vik Rubenfeld) does have one other claim to fame - he created the TV show Early Edition, where a guy gets tomorrow's newspaper today and uses it to stop crimes and stuff. It ran for four seasons and actually won awards, so... yeah!
I checked out the first episode after RedLetterMedia covered Alien Private Eye and brought the show up. It's a pretty charming little show, from what I watched, but I can imagine it would get old after maybe a dozen episodes - so it's impressive they got 90 out of it!

This looks to be a "re-imagining" of The Maltese Falcon. That one alien guy with the weird voice is definitely imitating Peter Lorre's character of Joel Cairo. And they've just replaced the Falcon with that half-disk thingy.
