Cons of Second capital/UT as Hyderabad(if made): Traffic would be horrible in future. Increase in retail estate prices will make middle class lives horrible. High Security region may put the establishments of new companies in dilemma. There would be no funds/development to other districts in Telangana. The air quality would be pathetic in next 10-15 years. The above things are as per my knowledge and i might wrong as well.
