When writing a formal letter it's advisable to use the block format for both addresses.

Well done, but WAEC now considers the format of capitalising all the letters in your heading as sub standard .
Only the initial capitalisation of the key letters of the key words is the standard format now. You can verify.

No please, in formal writing, you should not use lowercase letters for "English Language." Since "English" is a proper noun (the name of a language), it should always be capitalized. "Language" is also capitalized here because it's part of the subject name.
Using lowercase for "english language" would be considered incorrect in formal contexts.
