I'm not sure, but if I had to guess: maybe I and O not used to avoid confusion with 1 and 0 (zero) and N because it's used on tail numbers in the United States. But again, just a guess. Thanks for the question!

I worked in HF Radio telephony long back.We used SELCAL to call particular aircraft for passing vital information.
I was not sure regarding the modulation.

There isn't a code for the a320neo specificaliy, each aircraft when is made has a specific SECAL code assined fot it. At the end of the video says that there are planes with repeted SECAL codes.
