Thanks. I'm using the newest Acrobat from Adobe Creative Cloud. But I can't find a way to manually tag like you show, only automatically tag. Their help files don't explain the manual process either. Not sure why they make this one feature so difficult.

You have to open up the reading order tool from the accessibility tab
