After this episode, my take that kuzan is just a double agent became higher. A lot of people miss what garp really meant to say when he said "those who waver are weak". There's a possibility that garp saw that kuzan was having second thought on attacking him and this will definitely leave a doubt to BB pirates causing him to blow his cover. Thus, Garp said that specific statement to let kuzan know that its okay to attack him at full strength. This is just my take and take it as a grain of salt.
Cool take. I like to think maybe Kuzan will take more of a Darth Vader kind of path and perhaps even play a pivotal role in Blackbeard’s defeat. In his moment of weakness he turned to the dark and became closer to the enemy than anyone else ever could, only to later come back to his senses and deal a blow to the enemy. His supposed hesitation to attack Garp could also just be because he isn’t far enough down in the dark to attack with full conviction, as if a part of his real self is still there. …but the whole double agent thing I can see happening too, and maybe him explaining what SWORD was to BB could have been foreshadowing of that or something.
I think the anime missed the reason why he joined blackbeard! (the manga was much more clear on this) Kuzan always admired Garp, he always believed he lived in his shadow, He had no personal vision of justice (hence lazy justice) because he didn't care about it from the get go. He just wanted to be like his hero. However, when the bitter reality of the marines hit him he lost his sense of purpose. Blackbeard offered him the most important thing he could ask for...a sense of personhood, a sense of freedom to be what HE wants to be. people forget that Whitebeard was a member of the rocks pirates, the childish notion of "good guys bad guys" is more nuanced in one piece. i really REALLY hope that the double agent take is NOT true. it would ruin the whole point of Kuzan joining in the first place for a coup-out.
Everytime I rewatch this and see how intense Garps Haki is, I always think about how much he held back against Luffy during Marineford. Like Garp had every chance of shutting down Luffy but his love for him and the fact that they're family held him back from doing that. It's crazy just to think how much he held back outta not only love for Luffy but also Ace too. He was against it but since he was a Marine he knew going against orders meant punishment so instead didn't even put up much of a fight.
Reactors enjoying that garp beating kuzan, but what really sad is they forgot what kuzan do to robin and strawhats. It's painful that he didn't get what he dreamed and taking beatups for no reason, really broken. But garp too sad to fight against his pupil. Finally these reactors just want fights🙌

So it's not so much that Kid couldn't tank Divine Departure, it's because a series of unpredictable things happened to him.
