From everything I've read on the case it seems the belief is that Hauptmann and his accomplices intended to keep the baby for ransom and return him safely to his family, but something happened during the kidnapping - most likely the baby hit his head on the ladder or fell to the ground while being carried - and he died, completely changing the kidnappers' plan.
