I recently went to Travellers club lounge in Chennai International Airport .I spent just 2 Rupees with my credit card and accessed this lounge .
The Lounge has unlimited food ,Wifi and many amenities .Especially Live food counter is awesome .

There was a rupay program by NPCI for platinum debit cards holders (all Banks), used it once last year in international lounge in india, is it still available?

From last week some Rupay cards were not accepted but your Axis priority debit card should be accepted if it is not Rupay.Axis priority is a premium debit card so it should be accepted .However Debit cards are not widely accepted in Lounges except few like ICICI Coral debit card . You can call the Travellers club lounge Mumbai office from Mon-Fri working hours to check for your card .Even though Banks say they are eligible Lounges will have the right to refuse so best to confirm with Lounge.

No this is international terminal but same type of longue is also in domestic terminal same cards will be used

No these are tied up with Indian banks but some international like Amex platinum will be considered , regarding priority pass - if it is linked with Indian credit card then u will be charged . Priority pass cards have complimentary access only for international longue
