Outsiders were never a problem when I was a child in the UK - we all went to school alone - it just wasn't an issue. This is all about adult fears - and quite frankly it stifles children to death along with all the other modern "protective" measures - mostly prosecuting parents for giving children the freedom that (imo) they absolutely need to grow and learn.
The VAST majority of problem's re. child protection was, and still is - "friends" and "family" - child "snatching" was VANISHINGLY small - and certainly no more prevalent then than now.

This is a more serious issue than let on. Japan, and South Korea have a child abuse problem. Also a massive femicide problem. Yea if you walk together sure, but there is massive bullying culture. One kid walking home alone is inevitable. This presents opportunities for predators. Who as we have seen in recent years on the rise. The lax punishments combined with the easy access to children, then adding kids being alone. We can start to see the issue truly take shape. It is a cultural thing yes, so is the femicide issue. So perhaps more measures are required before letting children go alone. For example most child predators are not heavily restricted in Japan. In South Korea it is even more abysmal. Take care and stay safe.
