How severe would this frame rust be considered? Is it affecting the structural strenght?
Are these GmT900 frames known to rust through?

I can’t seem to re-tighten the two bolts that hold it on. It seems they just slip and turn where they are supposed to tighten

I would had cleaned the rust, then sprayed it with a $5 can of black, and the framing also and grease the bolts for future water.
