I couldn't find it either but it can be seen from the cannon you use to fire yourself across the river, that's how I collected it

For #2 the Pixie Wings from the Hobo the Grey quest work much better as you slowly descent by spamming A instead of the interval the Celestial Wings give you.

Hey Trophy Tom, The last 3 secret events you don’t have videos on are crashing the car into the octopus for goatsville, hitting the flyswatter at downtown and lastly pulling the chewing gum from the silo at the ranch.

You need the black suit from inside the clothes shop then go to the black container near the dock and go through the maze and try to find them all
