I used to be homeless as a kid and you never saw us harassing people angrily or going into the streets to kick passing cars. This is only a small bit of it. They usually just tell them to leave and give them a few chances before arresting them. They are not looking to arrest homeless people though, cops are usually pretty chill in dealing with homeless till someone is being disorderly.
