Yep the white one is found in the trailerpark just outside los santos in the countryside theres also a chance for a bobcat and another car to spawn there and the other one is obtained by meeting Michelle or however you spell that and either getting 50% in your relationship or just stealing a tow truck and towing it into a garage to unlock it
I remember I got chased by an undercover police car, it's color is red and it has a red light, the siren light placement is the same as FBI Rancher, that when I had ps2, but Idk what police car that is.
The mule van can be found in the more industrial areas around los santos so like the harbor or you can find them in san fiero around the easter bay docks where you export cars or sometimes in Las Ventura’s

Yep the white one is found in the trailerpark just outside los santos in the countryside theres also a chance for a bobcat and another car to spawn there and the other one is obtained by meeting Michelle or however you spell that and either getting 50% in your relationship or just stealing a tow truck and towing it into a garage to unlock it
