I ended up with Oberon as my chosen 5* and a Scheherazade, she's NP 3 now. I guess the game is telling me to level her.

Oberon is never a bad pick :) as for Scheherazade, well, NP3 is pretty good and there's a fair amount of king-trait Servants, so it's not horrible...
