As a young man growing in Cameroon, i worked in this industry to help educate myself. I will sleep at the beaches to collect and trade my own petrol. Never knew i was a thief as it was normal then.

Jude, what hurts the economies of oil producing countries are the useless and wasteful governments.
The question you should be asking is why has NNPC in Nigeria for example not been able to get the refineries to work after all the billions spent trying to fix the refineries?
Why can't African countries refine their own crude?
Why can't the government/ security agencies stop smuggling?
What does the government in Nigeria for example have to show for the billions of dollars earned over the years?
The Nigerian custom service, other security agencies, the NNPC (adding NNPC to the list makes it laughable) and the NMDPRA put together are complicit in the problem they want to solve.

Your stories are very educational and informative. This highlights the devastating impact the Transatlantic Slave trade still has on parts of West Africa as now a precious resource is being smuggled and traded outside that region. There is NO reason for ECOWAS to be so toothless as member states could create crude oil barrel reserves which they can use to borrow against loans from regional and international banks! Once that works well, they can work on a reserve currency against which they can buy goods at international markets and acquire foreign currency too which solves the inflation, debt and other fiscal deficits they are facing! It's a pity there aren't too many resourceful and proactive leaders and policy makers who think of solutions such as this. There is no reason for Africa to be hopelessly and foolishly in debt!

@@realjudebela too true but part of this is due to a lot of our governments and leaders not wanting to develop their people and pushing them out of industries making the uncompetitive in favour of foreign investors and public -private partnerships which advance corruption. But this is what happens when you advance a coloniser's systems and legislation instead of creating your own that will turn the tide against that debilitating legacy. At this point, they are responsible for their own lethargy in correcting and fixing things!

It's a double edged sword. Govts want to subsidize the oil to protect their citizens from high fuel prices. Smart citizens(smugglers) take the incentive to make some quick buck in the neighbouring countries where oil prices are higher
If prices are unsubsidized, the local consumer suffers and smugglers lose the incentive to smuggle the product. If it continues to be subsidized, smugglers shall remain in business. They shall always find a way to continue their lucrative business despite any actions taken by govts to stop them.

There are individuals who will be morally inclined to make this fight their cause, and many of them have access to resources too.
