Give him super recoil reduction, make him slow but let teammates push him to move at an accelerated pace (wheel chair can still shoot) Have things like being able to get knocked out of the chair and crawl or get carried to a new chair. Playing as a paraplegic in a zombie apocalypse could be a whole entire game mechanic.
