Fluorescent lamps are nit suitable to be operated on a flyback inverter. Lamps that are driven by such simple and cheap drivers won't last long, and the efficiency is also not so good because of losses in the Transistors and the small high current peaks. Better drivers use a saturation limited self oscillating sine wave inverter, preheating the filaments first and then strike the tube with high voltage (0,5KV or more). The advantage of the flyback inverter is its cheapness and simplicity, that makes it interesting for electronic beginners.

Thats RC circuit and its connected to the base (or feedback coil) to set the frequency. This works because feedback coil gives negative impulse and it blocks the current thru the transistor and primary, that cycle repeats very fast, usually this type of oscillators (blocking oscillator) works at very high frequency, around 10-100 kHz and thats a reason why he used ferrite core (not iron).
