You are correct that in the broader agricultural market, this would be considered a low or minimal till and not a true "No Till". In the diversified vegetable market it is very difficult, almost impossible to implement a true no till strategy. At this scale, this type of low till is often referred to as no till even though there is some amount of soil disturbance.
