What he is saying about Kansas/Midwesterners is 100 percent accurate and as a native, you don't fully understand it until you move away and then visit. I went home to visit this summer and on my drive home on US 54 in Kansas, two people on the highway actually illegally drove on the shoulder just so I could pass them easier. I have to laugh because in the medium sized Southwestern city that I live in now, people will actually prevent you from passing just to be jerks, they'll tailgate just to bully you, and they use middle fingers on a regular basis. In Kansas, they use all five fingers when they wave. ;)
Southwest Louisiana here, everyone talks, we even drive like that and everything. I drove to Wisconsin, as soon as I was out of the South, nothing but the rudest people. I hated it, I'm glad it was for a week with friends.

I've lived in the Midwest and along the east coast. Midwestern Nice is definitely a real thing. Part of it is just how isolated and bare our towns are (it's like half an hour to get to the next town, and doing something like going to a movie means driving 4 towns over) so people have to be nice because there're just so few opportunities to interact with anyone else. If midwesterners were as open, upfront, and honest as east coast people, they'd run low on people to talk to significantly faster. Unfortunately that means a lot of self repression and lives of quiet desperation (i.e. there's a reason most serial killers are from the Midwest).
My girlfriend's from Oklahoma and this assessment is 100% accurate there is a Midwestern ambient sadness that just you know comes out through every pore but with a big smile and a plateful of biscuits
