You need very few items to make these super cute hoop earrings. All you need is:
-20 gauge wire
-2 fasteners
-beads of your choice ( I used small seed beads)
-2 ear wires

Sure. I used needle nose pliers and flush cutters. In addition, I used seed beads, 20 gauge wire, jump rings and ear wires. The seed beads have to be late enough to fit on the wire. I hope this helps.
