When you launch a new or existing Google Sheet, you will find "Extensions" as the second last menu. Keep in mind that you should be the owner of that Sheet, otherwise the actual owner has the right to deny you modification access, which will not allow you to use extensions or protection options. You can find "protect" option under "Data" menu.
