I agree, total height of building not given therefore structural zones for each floor are not constrained. Maybe they are expecting the appraisal to consider how overall floor depth will influence the overall height and cost of the building? Also, would have thought you do have some torsion in the stability system when considering wind acting on the short sides of the building as north elevation braced while south elevation isn't.
